FY2009 Homemaker Notice of Intent to Contract (NOI)

The State Fiscal Year 2009 NOI submission deadline was 12:00 noon Friday, March 21, 2008.  The deadline has passed.  NOI Applications are no longer being accepted. 

The FY2009 Bidders INDEX and individual NOI submissions and/or  updates will be posted to this website on or before May 1, 2008.

You have reached the website for the Homemaker Notification of Intent to Contract (Homemaker NOI).  The Homemaker NOI collects Provider information pertaining to the provision of Homemaker and Personal Care services and new Providers bid their hourly billing rate.  The Executive Office of Elder Affairs (ELD) oversees the process; the University of Massachusetts maintains the website.  Aging Services Access Points (ASAPs), i.e. private, non-profit agencies funded by ELD for the provision of community-based elder services, may only contract with homemaker/personal care Providers who successfully complete the Homemaker NOI.**

The Homemaker NOI process and the unit rates it generates have no bearing on class rates established by Health Care Finance & Policy for certified services such as home health aide, skilled nursing services, or Group Adult Foster Care.

The Homemaker NOI is an annual bid procedure occurring each March.  During that time, new Providers may electronically submit their completed NOI documents and unit rate bids.  At the same time current NOI Providers may update or amend company information previously posted to this website.

The NOI is conducted electronically.  Please note that in order to complete the NOI your computer must be loaded with Adobe Acrobat Writer; the free Adobe Acrobat Reader will not allow you to complete, save or email the forms.

Below this introduction, links lead to various documents explaining the NOI process.  The NOI Instructions and NOI Application (pages one and two) are updated annually. 

Providers apply once regardless of the number of ASAPs with whom they want to contract.   Successful Bidders will be listed alphabetically by their legal name as part of the FY2009 Bidders’ INDEX.  The INDEX will be posted to this website following the FY2009 NOI deadline. 

Once the FY2009 Bidders’ INDEX is posted, successful Bidders may market themselves and solicit contracts.  Contracts will be for services delivered during state Fiscal Year 2009 (July 1, 2008 – June 30, 2009).  There is no guarantee a Bidder successfully completing the NOI will be awarded a contract by any ASAP.

**The Homemaker NOI applies solely to the provision of homemaker and personal care homemaker services,  It has no bearing on an ASAP’s procurement of any other service, e.g. chore service, legal counsel, laundry service, companionship, personal emergency response system, etc.
